Week 3

During weeks 2 and 3 we will be considering the following questions:  How do you assess the performance of transportation facilities?  We will start with a review of the Highway Capacity Manual, including the concepts of capacity and level of service.  We will consider one specific facility, pedestrian facilities, to illustrate the concept of level of service.  We will also learn about a procedure that is not yet in the HCM that provides a more accurate assessment of level of service from the standpoint of the user.
